Mark unit numbers on the top of vehicles so that they may be identified by air.(If a company has a logo and it is available, have it placed next to the unit number on the top of the vehicle.)
Install kill switches in power units. Require drivers to set switches in the off position whenever they are exiting the vehicle, and to also remove the ignition keys to a secure area out of easy reach.
Loaded vehicles of Hazardous Material should have kingpin locks installed or held in manned and gate controlled areas only.
Restrict placarded loads of HazMat to CDL drivers who are U.S. citizens or have verifiable U.S. employment for at lease 36 months.
Develop and give drivers a simple form to fill out when they discover someone observing the loading and/or unloading operations, or believe they are being followed. Have the report forwarded immediately to the facility supervisor for review and action.
Stopping for hitchhikers must be prohibited. Stopping for disabled vehicles or to render assistance while transporting placarding shipments should be prohibited.
